What is a Certified Application Counselor?
Certified Application Counselors have successfully completed New York State Department of Health training and examinations on:
- Health insurance programs in New York and
- All of the online resources found on the NY State of Health, The Official Health Plan Marketplace
They are certified by the Department of Health and provided a picture ID with a unique ID number.
The Healthy Capital District Initiative has partnered with Whitney M. Young Health Center to help uninsured individuals using their facilities access health insurance. A Certified Application Counselor provides information about options and assistance with health insurance applications through the NY State of Health, The Official Health Plan Marketplace. They meet applicants at convenient locations throughout the Whitney M. Young Health Center Network and the service is free.
We support applicants for the following insurance programs:
- NYS Medicaid
- Child Health Plus
- Qualified Health Plans
- The Essential Plan
- Sliding Fee Scale for those without insurance
